How to get pastel artist chalk off my hands?

I got these pastel chalk sticks today and when I was using them, the chalk got all over my hands. Now this isn't like school chalk. Its thick and oily and the more water I use the more it smears. I've also tried hand sanitizer, but it doesn't work.
