Can me being dry during cause the skin underneath my l opening to break?

before i do get wet but not enough but i still do use lubricant but it doesnt seem to work. like the next day after i have i find that my skin is broken. like if i had a cut that doesnt bleed. its the skin underneath my . not the lips. and whenever i pee or touch it, it burns!!! and it hurts a lot!!! i am on birth control, for years now. but this thing has only happened twice so far.
